This chapter shall apply only to tree, shrub, and bush plantings, trimming, pruning and removal on public property and in public rights-of-way. No resident, property owner or business shall plant or remove trees, shrubs, bushes or any other woody vegetation in the public right-of- way. City staff or their agent shall perform planting or removal of any and all street trees.
