No operator or driver of a taxicab shall deceive or attempt to deceive any passenger, prospective passenger, or other person by any misrepresentations as to the number, ownership or other identity of his taxicab; or coerce any person or persons for the purpose of securing or attempting to secure them as passengers in such taxicab; or make use of any profane, boisterous or improper language or to be the cause of or to engage in any quarreling, fighting, or other unlawful disturbance; or loiter about a taxicab stand save upon the driver's seat of his own cab; or solicit patronage while at a taxicab stand except while seated on the driver's seat of his taxicab or solicit patronage by loud boisterous outcry.
