   (a)    The Board shall revoke the driver's license of any taxicab driver who has been convicted by a court of competent jurisdiction of any felonious offense under State or Federal law, or a crime involving moral turpitude.
   (b)    The Board shall likewise revoke, upon such recommendation, such license for a period not to exceed five years for the transportation by any driver of any person who, with the knowledge of such driver, was then and there engaged in any illegal or immoral enterprise. In the event of a subsequent conviction of the same taxicab driver of any of the offenses set forth in this chapter, his driver's license shall be permanently revoked and no license shall thereafter be issued to him. The Board may revoke the driver's license of any applicant who has made false answer to any material question in the application for such license.
