Upon the filing with the Finance Director of the certificate of the Chief of Police as to qualifications of the applicant, the procuring of the duplicate pictures of the applicant as above provided and the payment of the license fee, the Finance Director shall issue a driver’s license to the applicant for employment by the company named in the application. If the licensee transfers his employment to a different company than named in his application, it shall be his responsibility to notify the Police Department of such transfer.
