(a) Application shall be made to the Chief of Police for a taxicab driver's license, whether the proposed driver is an operator or the employee of an operator. The applicant shall have the following qualifications: He shall be able to speak and read the English language; nineteen or more years of age; have good eyesight and hearing and sound physique; have a working knowledge of the traffic laws and regulations of the State of Ohio and the City of Moraine; be competent to drive a motor vehicle; possess a current driver's license pursuant to Ohio law and be of good moral character. The qualifications of eyesight, hearing and physique shall be supported by the certificate of a reputable physician licensed to practice in the State of Ohio. A driver's license may be denied to any applicant who has been convicted of a felonious offense under state or Federal law or a crime involving moral turpitude. Such license shall be denied if within such period the applicant has been convicted of an offense involving illegal traffic in intoxicating liquor, the unlawful possession or traffic in narcotics, any act of personal violence, or any dealing with gambling or in an immoral enterprise.
(b) The applicant shall present himself to the Chief of Police for examination as to his qualification, shall truthfully answer all questions and submit to all tests required tending to disclose whether he possesses such qualifications. If, after examination, the Chief of Police is satisfied that the applicant possesses all of the qualifications, he shall issue an order in writing certifying that fact to the Finance Director. Whereupon, the Finance Director shall be authorized to issue a driver's license to the applicant upon the payment of the license fee and the filing of the photograph of such applicant as hereafter provided.
