Members of Council, the Mayor or any of its board or commission members shall not interfere in any way with the appointment or removal of any of the officer or employee in the administrative service except as provided in this Charter. Except for the purpose of inquiry or investigation incident to carrying out their powers, duties and responsibilities as set forth in this Charter, the Mayor and members of Council shall deal with that part of the administrative service for which the City Manager is responsible, solely through the City Manager.
