Any notices required by this chapter not otherwise specified herein shall be sufficient if served by certified mail, return receipt requested or by personal delivery to the applicants and permit holders affected at the business or residential address listed on the application and addressed to the business or applicant. If the permit is issued to an entity, service of notice as provided to the service agent listed on the application shall be sufficient.
