(a) Upon receipt of an application and nonrefundable application fee properly filed with the City, the City Manager, or person designated by the City Manager, shall immediately stamp the application as received and shall immediately thereafter evaluate the application in accordance with his/her responsibilities under law and as set forth in this chapter.
(b) The responsible party may assign all duties under this chapter to a designee but may not be a person assigned to review decisions made by the responsible party.
