The provisions of this chapter are not applicable to salvage sales incidental to sanitary landfill disposal operations which have been licensed by the City, conforming to Chapter 927 of the Codified Ordinances, or to incidental salvage operations associated with or necessary to any business primarily engaged in manufacturing or public utilities authorized and controlled by State laws, or commercial enterprises not engaged in the commercial purchase and sale of salvaged materials.
