The Board of Investigators or its duly authorized representatives, shall inspect the premises of all junk and secondhand dealers licensed under this chapter at least once a year to determine whether such businesses are being operated in accordance with the provisions of this chapter and other applicable provisions of law. The City Manager shall submit a summary of all junkyard and secondhand dealer inspections by the Board to Council.
