Every secondhand or junk dealer as defined in this chapter shall maintain records in which he shall keep record of all items or articles purchased or received by him in the course of his daily business. Such records shall contain the name from whom such articles were purchased or received, and the date when such purchases or exchange were made. Such records shall be open for inspection by the representatives of any law enforcement agency at all business hours.
