(a) Any person operating or maintaining a junkyard, prior to the effective date of this section, shall within one year thereafter erect the required fence or make suitable plantings so that the ordinary view of persons passing the junkyard from any public street, highway, road or drive is obscured by natural objects or a fence if such junkyard is not obscured by natural objects or a fence. If after the effective date of this section a junkyard is established, it shall be located so that the ordinary view of persons passing the junkyard from any public street, highway, road or drive is obscured by natural objects or a fence. Any fence constructed under the provisions of this chapter shall be constructed at a minimum of six feet and no more than ten feet in height, measured from ground level. Such fence shall be neatly constructed, shall be nontransparent, shall be kept in good order and repair, and no advertisement shall be permitted thereon other than the name under which the license has been issued and the nature of the business constructed therein. A drawing showing the location and type of fence as well as the materials to be used in constructing the fence shall be submitted to and approved by the Building and Zoning Inspector and the Mayor.
(b) Entrances and exits shall not be wider or more numerous than reasonably necessary for the conduct of the licensed business.
(c) The planting of evergreen trees or an evergreen hedge may be used in such areas where a nontransparent wall or fence would be inadequate. Evergreen shall be kept trimmed at all times. A lot drawing showing the locations of the planting shall be approved by the Building and Zoning Inspector and the Mayor.
