When a person, under recognizance in a criminal prosecution, is ordered to appear, to answer or to testify in court, fails to perform the conditions thereof, his default shall be recorded and such recognizance forfeited in open court. Thereupon, such proceedings shall be had to enforce such recognizance as prescribed by law. The Prosecuting Attorney in the Mayor's Court shall represent the interests of the public in such proceedings and shall secure the enforcement of the recognizance bond in every case as fully and promptly as possible.
