The City shall have all of the powers and benefits of local self-government and municipal home rule and all of the powers that now or hereafter may be granted to municipalities by the State of Ohio. These powers shall be exercised in the manner set forth in this Charter, or if not set forth in the Charter, they shall be provided by ordinance or resolution of Council. If not set forth herein by either this Charter, or by ordinance or resolution, such powers shall be exercised as provided by the laws of the State of Ohio. (Amended 11-06-2018)
