§ 53.016 SANITARY SEWER CHARGES.
   Fees for sanitary sewer service will be set from time to time by the Commission and Council by ordinance. Fees shall include a basic service charge and a charge based on volume of water used.
   (A)   Basic service charges. The Commission and Council shall establish a monthly basic service charge structure for all customer classes in a manner that is in the best interest of the Utility and its customers.
   (B)   Volume charge. The Commission and Council shall establish a volume charge structure for all customer classes that promotes conservation and the wise use of the resource.
      (1)   Measurement. The volume charge shall be determined by the amount of water used as measured by a water meter on the source of water for the premises; either the public water supply or a private well. Sanitary sewer charges shall not be made on water consumed that does not enter the sanitary sewer system as evidenced by a separate meter for that purpose.
      (2)   Unmetered accounts. Unmetered accounts are generally prohibited, but in circumstances where they are allowed their rates shall be determined by the Commission and Council on a case by case basis.
