There is established for the City of Mora a public sanitary sewer utility which shall be under the supervision of the Director. The public sanitary sewer system as it is now constituted, enlarged, or extended shall be operated and maintained under the provisions of this chapter, subject to the authority of the Commission and Council. The sewer utility shall have responsibility for the management, maintenance, care, and operation of the public sanitary sewer system of the city.
