§ 52.21 INSTALLATION OF CONNECTIONS.
   (A)   General. All connections to the water system shall be performed by a plumber licensed to do plumbing or certified pipe layers with a bond filed with the Department of Labor and Industry, except that nothing in this chapter shall be construed as to prohibit an owner from doing plumbing work on premises owned and actually occupied by said owner, provided that the construction is conducted in accordance with the regulations of this chapter, all other city ordinances, and requirements of the Director or Building Inspector as well as in accordance with Minnesota Statutes and Rules.
   (B)   Pipe requirements. Water service pipe material shall be as allowed in the Minnesota State Plumbing Code.
   (C)   Pressure and connections. All water service pipe material shall be tested in accordance with the Minnesota State Plumbing Code. No person, except someone employed or authorized by the Utility, shall tap a distributing main or pipe of the water system or insert stop-cock or corporation cocks therein.
   (D)   Excavation permits required. No person shall excavate in a public street to service a water main, unless applying for and receiving a street opening permit.
   (E)   Curb stops. There shall be a curb stop in every service line that is connected to the water system. The stop shall be placed as near as possible to the property line, if on a street, or within one (1) foot of an alley property line if the main is located in the alley. There shall be one or more stops attached to every supply pipe at a point between the curb stop and the meter so that the water can be shut off and the meter and the house plumbing can be entirely drained.
   (F)   Backflow prevention required. Backflow prevention shall be required as provided for in the Minnesota State Plumbing Code.
   (G)   Check valves required. There shall be check valves on all connections to steam boilers and any other equipment as deemed necessary by the Director.
   (H)   Trenching and backfilling. No excavations in public ground shall be kept open longer than is absolutely necessary to make the connections required and, while open, shall be protected with suitable barriers, guards, and lights. Backfilling shall be thoroughly compacted and left in a condition satisfactory to the Director or Utility representative. Where excavations are unsatisfactorily filled, the Director shall place them in a satisfactory condition and the cost thereof shall be charged to the owner. The permit shall be suspended and no service provided to the subject property until the sum is paid.
