Fees for water service will be set from time to time by the Commission and Council by ordinance. Fees shall include a basic service charge and a charge based on volume of water used.
(A) Basic service charges. The Commission and Council shall establish a monthly basic service charge structure for all customer classes in a manner that is in the best interest if the Utility and its customers.
(B) Volume charge. The Commission and Council shall establish a volume charge structure for all customer classes that promotes conservation and the wise use of the resource.
(C) Unmetered accounts. Unmetered accounts are generally prohibited, but in circumstances where they are allowed their rates shall be determined as follows:
(1) Fire suppression sprinkler connections. Accounts with unmetered fire suppression connections shall pay a fixed monthly rate as established by the Commission and Council.
(2) Other unmetered connections. Other accounts with permitted unmetered connections shall have a monthly fee determined by the Commission and Council on a case by case basis.
