There is established for the city a public water utility which shall be under the supervision of the Director. The public water supply system as it is now constituted, enlarged, or extended shall be operated and maintained under the provisions of this chapter, subject to the authority of the Commission and Council. The water utility shall have responsibility for the management, maintenance, care, and operation of the public water supply system of the city.
