(A) A property owner who wishes to appeal the determination of the Building Official under § 50.12 may appeal in writing to the City Council for review and final determination on the application for an exempt permit. The City Council may add special conditions to the exemption permit as may protect the health, safety, and welfare of the city.
(B) If the Council approves an exemption permit upon appeal the Building Official shall issue said permit, with special conditions, if any, in the same manner as provided for in § 50.12(C).
