Whenever the city performs any work to remove any weeds, whether noxious, as defined by law or not, growing upon any lot or parcel of land outside the traveled portion of any street or alley in the city pursuant to §§ 131.47 through 131.48 of this code, the Public Works Director shall keep a record showing the total cost of such work attributable to each separate parcel and deliver such information to the City Clerk annually by October 1 as to each parcel of property on which the cost has not been paid.
