(A) In order to provide for a continuous system of solid waste collection in a manner that meets the needs of the community, the City Council hereby determines that it is in best interest of the city to require licenses of persons collecting and hauling solid waste for hire.
(B) Therefore, the city shall provide for the collection of solid waste from all premises within the city in a manner provided for in this chapter.
(C) Every household unit and business must have a contract for collection services, or demonstrate to the city that an environmentally sound alternative method of disposal is used.
