(A) No person shall drive a taxicab and no person holding a taxicab license or taxicab vehicle shall permit the taxicab covered by such license to be driven, unless the driver of such taxicab shall have then in force a valid driver's license issued by the state.
(B) The licensee shall submit to the City Clerk the full name, address, and date of birth of each taxicab driver, including independent contractors, who drive any taxicab operated pursuant to the licensee's license. The information shall be submitted in writing to the Police Chief at least ten (10) days before the taxicab driver commences driving. Any lease agreement between the licensee and any independent contractor operating the taxicab shall also be filed with the City Clerk.
