(A) The Commission shall consist of 3 members appointed by the Council. No more than one (1) member may be chosen from the Council membership. Each member shall serve for a term of three (3) years and until his or her successor is appointed and qualified. Appointments shall be made effective as of January 1 of each year. A vacancy on the Commission shall be filled by appointment by the Council for the unexpired term.
(B) Every appointed member shall, before entering upon the discharge of their duties, take an oath of office. All members shall serve without compensation, unless otherwise authorized by the City Council and designated in the annual salary schedule.
