(A) No taxicab license shall be assigned or transferred by the licensee unless a request for such assignment or transfer has first been submitted to the City Clerk for approval or denial. If the City Clerk denies the request for assignment or transfer, the requesting party may, within ten (10) days appeal such denial to the City Council, which may by resolution approve the assignment or transfer of the license.
(B) Prior to consideration of an assignment or transfer of a taxicab license by the City Clerk, the proposed transferee shall file with the City Clerk an application for a taxicab license in the same form as required in the case of an original license.
(C) For the purposes of this section, the leasing of a taxicab by a licensee to an independent contractor shall not be deemed an assignment or transfer.
