(A) Initial fees. The annual license and investigation fees for a new license shall be paid in full before the application for the license is accepted. If any investigation outside the State of Minnesota is required, the applicant shall be charged the cost which shall be paid by the applicant, prior to issuance of a license, after deducting the initial investigation fee, whether or not the license is granted.
(B) Renewal fees. The annual license fee for a renewal license shall be paid in full before the application for the license is accepted.
