(A) Amount. Fees for licenses under this title shall be established in a fee schedule in amounts set by the City Council from time to time.
(B) Payment. Payment in full for all licenses is due at the time of application. No license shall be issued or acted upon until the license fee has been paid.
(C) Refunds. License fees shall only be refunded under the following circumstances: If a license is denied or withdrawn for an initial or renewal application, eighty percent (80%) of the license fee shall be refunded.
