Whenever it comes to the attention of the Police Department that any person has an abandoned, wrecked, dismantled, inoperative, junked or partially dismantled motor vehicle on his or her property, a notice in writing shall be served upon that person requesting the removal of the motor vehicle in the time specified in this chapter.
