§ 91.02 NOTICE TO OWNER.
   (A)   The Public Works Director shall cause a notice to be served either by registered or certified mail or by personal service upon the record owner of the abutting property. The notice shall order the owner either to trim, care for or remove certain trees or shrubs abutting his or her property within thirty (30) days and shall specify with particularity the kind of work that should be done.
   (B)   It shall also state that if the trimming, care or removal is not completed within thirty (30) days by the owner, the Public Works Director, or other official designated by the Council, will do so on behalf of the city and that the expense thereof, if not paid by the owner, will be made a special assessment against the property concerned.
