§ 90.04 REDEMPTION OF IMPOUNDED ANIMALS.
   (A)   Any dog or cat impounded hereunder not being held for suspected diseases may be reclaimed by the owner within five (5) regular business days upon payment by the owner to the city of a pick-up fee together with a daily boarding fee for the of keeping of the animal during its impoundment, provided that rabies requirements of this chapter are complied with. When a dog or cat is impounded more than one (1) time within a one (1) year period from the time of the first impoundment and all subsequent impoundments, the owner shall pay an initial surcharge over and above the pick-up fee in order to reclaim the dog or cat on the second occasion, and there shall be imposed a second surcharge over and above the pick-up fee and initial surcharge for each subsequent time within the one (1) year period. The amount of the pick-up fee, daily boarding fee, and surcharges shall be in amounts set by the City Council from time to time.

   (B)   All fees shall be paid to the Police Department before any impounded dog or cat will be released. When all fees have been paid, the Police Department will present the owner of the dog or cat a release form to be given to the animal shelter. Upon receipt of this form, the dog or cat will be released, provided all conditions on the release form are complied with. All monies collected under any of the terms of this section shall be deposited with the City Treasurer.
