§ 90.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ANIMAL SHELTER. Any premises designated by action of the city for the purposes of impounding and caring for all animals found in violation of this chapter.
   AT LARGE.  
      (1)   Off the premises of the owner and not under the custody and control of the owner or other person, either by leash, cord, chain, or otherwise restrained or confined.
      (2)   A dog or cat shall be termed to be AT LARGE when it is not under restraint as defined in this chapter.
   CAT. Any feline animal, male or female, whole or neutered.
   DOG. Any canine animal, male or female, whole or neutered.
   KENNEL. Any lot or premises or portion thereof, on which more than four (4) dogs, cats or other household domestic animals over six (6) months old are kept or on which more than two (2) such animals are boarded for compensation or kept for sale.
   OWN. To keep, harbor or have control, charge or custody of a dog or cat for a period of ten (10) days or longer. This term shall not apply to dogs or cats owned by others which are temporarily maintained on the premises of a veterinarian or kennel operator.
   OWNER. Any person, group of persons or corporation owning, keeping, harboring or having charge or control of, or permitting any dog or cat to habitually be or remain on, or be lodged or fed within, the person’s house, yard or premises for a period of ten (10) days or longer. This term shall not apply to veterinarians or kennel operators temporarily maintaining on their premises dogs or cats owned by others.
   REGULAR BUSINESS DAY. A day during which the establishment having custody of an animal is open to the public not less than four (4) consecutive hours between the hours of 8:00 a.m. and 7:00 p.m.
   RESTRAINT. A dog or cat is under RESTRAINT if controlled by a leash or by a competent person and immediately obedient to that person’s command, or within a vehicle being driven or parked on the street or within the property limits of its owner.
   STRAY. Any dog or cat, the owner of which is unknown, which is at large within the city.
