   No delivery truck or bus nominally rated as one (1) ton (twelve thousand (12,000) pounds Gross Vehicle Weight Rating) or greater shall park at any time at these locations; provided, however, that the vehicles may so park while in the actual process of loading or unloading merchandise or passengers:
