All vehicles parked upon any street in the city shall be parked parallel to the curb with the right-hand wheels of the vehicles within twelve (12) inches of the curb, and in the instance where there is no curb, the vehicle shall be parked to the right of the main traveled portion of the roadway and parallel thereto, and in a manner as not to interfere with the free flow of traffic.
