No person shall engage in, participate in, aid, form or start any parade or demonstration unless a parade permit shall have been obtained from the Police Chief; provided, however, that this provision shall not apply to funeral processions nor to groups of students participating in educational activities while under the immediate supervision of the proper school authority.
