(A) The Council shall from time to time review the system of sidewalks in the city and adopt a plan setting forth additions and deletions to the system and other matters pertaining to sidewalks in general.
(B) Prior to the adoption of the plan the Council shall hold a public hearing on the proposed plan. Property owners who may be affected by an addition of sidewalks or removal of sidewalks adjacent to their property under the proposed plan shall receive written notice of the public hearing.
