10-22-9: PORTABLE SIGNS:
This section pertains to signs specifically defined as portable in section 10-22-2 of this chapter, and is not meant to include signs described in section 10-22-4 of this chapter that are allowed without a permit. Portable signs require permits and are allowed only in Downtown, Corridor and Commercial Mixed Use (MU-1, MU-2 or MU-3), Commercial (NC, CC or RC), Public Facilities (P), Industrial (LI or HI), and Institutional (INS) Zoning Districts, and are subject to the following:
   A.   Permit For Portable Signs: Anyone displaying a portable sign shall have a current permit (see subsection 10-22-11B1 of this chapter). Use of the sign shall be regulated as follows:
      1.   Portable sign permits shall be limited to a period not to exceed days specified in the table below at a time at a specified location and upon expiration shall not be renewed for at least fourteen (14) days. The total number of days in a calendar year that a portable sign may be at the specified location is specified in the table below:

         a.   Vehicles and equipment that display signage, with or without sound equipment, may be granted a permit for a specified location for a period not to exceed three (3) consecutive days, and not to exceed fourteen (14) days per calendar year per business.
      2.   The portable sign shall be located upon the same parcel for which the advertisement/notice is intended.
      3.   Portable signs shall be sixty (60) square feet or less in area. The sign face shall not exceed six feet (6') in height or ten feet (10') in width. Overall height shall not exceed eight feet (8').
      4.   No portable sign may be placed upon public right-of-way without consent of the City Council in accordance with section 8-1-3 of this Code.
      5.   No portable sign placed within one hundred fifty feet (150') of an area zoned for residential use may have blinking, flashing, or fluttering lights or other illuminating devices that have a changing intensity, brightness, or color.
      6.   Portable signs must meet the visibility standards in section 10-22-3 of this chapter.
      7.   Only one on-premises portable sign may be placed upon a property at any given time, except in the case of multiple-tenant sites consisting of six (6) or more businesses, where two (2) on- premises portable signs will be allowed on the parcel at any given time.
      8.   Only one off-premises portable sign may be placed upon a property at any given time but may be collocated with an on- premises portable sign display period. (Ord. 2018-13, 11-13-2018)
