Terms used in this Code have the following meanings:
CITY: The City of Moorhead, Minnesota.
CITY CLERK: The City Clerk of the City of Moorhead, and similarly the title of any other officer, board or commission shall mean such officer, board or commission of the City of Moorhead, unless otherwise specified.
CODE or THIS CODE: The Moorhead Municipal Code.
COUNCIL: The City Council of the City of Moorhead.
COUNTY: Clay County, in the State of Minnesota.
MINNESOTA STATUTES: The latest publications of the laws of the State of Minnesota, cited as M.S.A.
ORDINANCES: The ordinances of the City of Moorhead and all amendments thereto, including this Code.
PERSON: Any natural individual, firm, partnership, trust, estate, club, association or corporation. As applied to partnerships or to corporations, the word includes the officers, agents or employees thereof who are responsible for the act referred to. The singular person includes the plural and the plural includes the singular. The masculine gender includes the feminine and neuter genders.
STATE: The State of Minnesota. (1967 Code §21.02)
