It is hereby determined that property that is not properly maintained in a clean, safe, secure, and sanitary condition tends to result in blighted and deteriorated neighborhoods and is contrary to the public peace, health, safety and general welfare of the community. The provisions of this section shall govern the minimum conditions and responsibilities of the property owner for maintenance of structures and exterior property. (Ord. 2004-27, 10-18-2004)
