The city intends, by the adoption of this chapter, to bring about the continued development and operation of a cable communications system. Such a development can contribute significantly to the communication needs and desires of citizens of the city. Further, by the continued development and operation of a system, city may help achieve better utilization and improvement of public services. No person or company shall operate a cable communications system within the city without being granted a franchise by the city. (Ord. 99-2, 4-5-1999, eff. 4-19-1999)
