A. Streets or Avenues: All streets running north and south shall be streets, and all streets running east and west shall be called avenues.
B. Numbering Streets: First Street shall be that street extending north and south on the section line dividing sections 5, 6, 7 and 8 in the City as the same is shown by the United States survey of said sections as near as the same can be projected to said section lines. The next street extending parallel to First Street on the east side shall be called Second Street. In like manner all streets extending parallel to First Street on the east side thereof shall be named by a numerical prefix corresponding to their distance eastward from First Street.
C. Naming Street: All streets and avenues north of Center Avenue shall have the affix North, and streets and avenues south of Center Avenue shall have the affix South attached to their names. All avenues lying south of Center Avenue shall have their names determined by a numerical prefix corresponding to their distance in blocks south of Center Avenue, and all avenues lying north of Center Avenue shall have their names determined by a numerical prefix corresponding to their distance in blocks north from Center Avenue.
