8-2-1: BUILDING MATERIALS:
   A.   Use Of Streets And Sidewalks: No building materials shall be placed upon the streets or sidewalks except as provided in this section. Building materials required for use immediately in connection with the construction or alteration of a building or materials removed in the process of tearing down or wrecking a building may be placed upon the streets or sidewalks in front of the building while such work is in progress, subject to the approval of the city.
   B.   Bond: Any person, before so using the street or sidewalk, shall execute a surety bond in the sum of ten thousand dollars ($10,000.00) to save and keep harmless the city and all persons from any and all damage that may result by reason of such occupation of streets or sidewalks; provided, however, that any person desiring to conduct two (2) or more separate building or wrecking projects at the same time shall give to the city a surety bond in the sum of ten thousand dollars ($10,000.00) or such additional sum as the council may require to save and keep harmless the city and all persons from any and all damages that may result by reason of such occupation of streets or sidewalks. The bonds shall be approved by the council.
   C.   Width Of Occupied Space: The maximum width of such occupied space shall not exceed one-third (1/3) the width of the street, measured between the curbs; and in no case shall the space within seven feet (7') of the nearest rail of any railway tracks be occupied by materials which have any connection with a building or wrecking project. When building or wrecking operations are being conducted on directly opposite sides of a street at one time, space not to exceed one-fourth (1/4) of the width of the street, measured between the curbs, may be occupied by either party conducting such building or wrecking operation; and a passageway equal to one-half (1/2) the width of the street measured between the curbs, must be maintained through the center of the street. When the sidewalk space is occupied for uses above mentioned, a temporary sidewalk not less than five feet (5') in width shall be provided in the outer portion of the permissible occupied space of the street, such sidewalk to be provided with handrails; and if it is deemed necessary, a tight fence at least eight feet (8') high shall be erected on the building side of the sidewalk to afford protection to the public.
