The following rules of operation shall be observed at all times by any person riding or propelling oneself upon a skateboard, roller skates, roller blades or in-line skates within the City:
A. If upon a public roadway, the rider shall be as near to the right side of the roadway as practicable, exercising due care when passing a standing vehicle.
B. Riders of such equipment shall not be more than two (2) abreast and shall ride in single file when meeting vehicles or passing standing vehicles on the side of the street.
C. Any person riding such a piece of equipment on a public street shall observe the same traffic regulations that are imposed upon motor vehicles using the City's streets, except as to those regulations which by their nature are inapplicable to riders of skateboards, roller skates, roller blades and in-line skates.
