5-2-6-3: PARKING RESTRICTIONS:
   A.   Parking On Primary Snow Emergency Routes:
      1.   A parking prohibition shall go into effect on primary snow emergency routes as necessary by declaring it in a manner prescribed by this section.
      2.   Notwithstanding the provisions of subsection A1 of this section, a parking prohibition shall automatically go into effect on any part of any primary snow emergency route on which there has been an accumulation of snow and ice of four inches (4") or more for one hour or more between six o'clock (6:00) A.M. and eleven o'clock (11:00) P.M. of any day.
      3.   Once in effect, a prohibition under this subsection A shall remain in effect until terminated by announcement of the city manager or other authorized official in accordance with this section, except that any street area which has become substantially clear of snow and ice from curb to curb for the length of the entire block shall be automatically excluded therefrom. While the prohibition is in effect, no person shall park or allow to remain parked any vehicle on any portion of a primary snow emergency route to which it applies. However, nothing in this subsection shall be construed to permit parking at any time or place where it is forbidden by any other provision of law. (Ord. 2012-12, 8-13-2012)
   B.   Parking On Secondary Snow Emergency Routes:
      1.   As prescribed in section 5-2-6-1 of this chapter, if in the opinion of the city manager or other authorized official that an emergency condition exists, the city manager or other authorized official may put into effect a parking prohibition on secondary snow emergency routes as necessary by declaring it in a manner prescribed by this section.       2.   Once in effect, a prohibition under this subsection B shall remain in effect until terminated by announcement of the city manager in accordance with this section, except that any street area which has become substantially clear of snow and ice from curb to curb for the length of the entire block shall be automatically excluded therefrom. While the prohibition is in effect, no person shall park or allow to remain parked any vehicle on any portion of a secondary snow emergency route to which it applies. However, nothing in this subsection B shall be construed to permit parking at any time or place where it is forbidden by any other provision of law.
      3.   While the prohibition is in effect, no person shall park or allow to remain parked any vehicle on any secondary snow emergency route during the time from one minute after twelve o'clock (12:01) A.M. until eight o'clock (8:00) P.M. of any day.
   C.   Snow Removal District; Parking Regulations:
      1.   This area may require the city manager, or designee, to impose temporary parking restrictions to allow street plows to clean from curb to curb to maintain safe and efficient passage of emergency vehicles and local traffic.
      2.   The prohibition shall go into effect in the manner prescribed in section 5-2-6-2 of this chapter.
      3.   During a declared snow removal emergency for the district, vehicles parked in posted no parking zones/snow removal districts are subject to towing and impoundment at the owner's expense. (Ord. 2013-10, 6-24-2013)
