5-2-6-1: DECLARATION OF EMERGENCY:
Whenever, in the opinion of the city manager or designee, an emergency exists in the city because of falling snow, sleet, freezing rain or on the basis of a forecast by the U.S. weather bureau that weather conditions would create or will likely create a hazardous road condition impeding or likely to impede the free movement of fire, health, police, emergency or other vehicular traffic or otherwise endanger the safety and welfare of the community, such official shall put into effect a parking prohibition on snow emergency routes and in the snow removal district as established by this section by declaring in the manner prescribed in section 5-2-6-2 of this chapter that a snow emergency exists.
