Any persons who have explosives in their possession and who incur a loss or theft of all or a portion thereof, upon discovery of such loss or theft, shall immediately and in no event longer than twenty four (24) hours from the time of discovery, inform the police department of the loss or theft, the amount missing and the approximate time of the occurrence.
