4-6-3-4: TRANSFERABILITY RESTRICTIONS:
No person shall sell, transfer or give away any explosive or blasting agent to anyone who does not possess a valid permit issued pursuant to section 4-6-3-1 of this chapter. (Ord. 458, 10-19-1970)
