4-4-17: PICKETING RESTRICTIONS:
   A.   Declaration: It is unlawful for any person in any area zoned residential in the city to engage in picketing before or about the residence or dwelling of any individual.
   B.   Unlawful Picketing: No person in any area zoned residential in the city shall engage in picketing by surrounding a residence or dwelling, obstructing sidewalks or driveways adjacent to or used by a residence or dwelling, encroaching upon the land or property of a residence or dwelling or congregating before or about the residence or dwelling of any individual.
   C.   General Residential Picketing: Notwithstanding picketing being restricted from being engaged in or about the residence or dwelling of any individual under subsections A and B of this section, general picketing in an area zoned residential which is not focused on the residence or dwelling of any individual shall be permissible under this section including, by way of example but not limitation, picketers being allowed to enter residential neighborhoods, either alone or marching in groups, to go door to door to proselytize their views or to distribute literature and to contact residents through the mail or by telephone so long as such activities fall short of harassment and are otherwise in compliance with law.
   D.   Penalty: Any person violating any provision of this section shall be, upon conviction, penalized in accordance with provisions of section 1-4-2 of this code. (Ord. 89-13, 8-21-1989)
