4-4-11: OFFENSES RELATING TO MORALS AND OBSCENITIES:
   A.   Houses Of Ill Fame:
      1.   Keeping: No person or persons shall keep, within the limits of the city or within one and one-half (11/2) miles of the outer boundaries thereof, a disorderly house or ill governed house, room or place, or a house of ill fame, assignation or prostitution, or a room or place for a person or persons to visit for unlawful sexual intercourse or any other lewd, obscene or indecent purpose, or any disorderly house or place by which the peace, comfort or decency of the immediate neighborhood is disturbed. No person shall procure or suffer to come together at such house, room or place, any person or persons for the purpose herein described, nor commit or suffer to be committed in such house, room or place any immoral, lewd or immodest or other improper conduct or behavior, or any tippling, reveling, rioting or disturbance.
      2.   Visiting: No person shall, within the limits of the city or within one and one-half (11/2) miles of the outer boundaries thereof, visit, resort to or frequent or be found in a disorderly house, room or place or house of ill fame, or place visited or resorted to for the purpose of prostitution, assignation, fornication or any immoral, lewd, immodest or other improper conduct or behavior; nor shall any person commit therein any of the acts or things prohibited by this section.
      3.   Leasing: No person shall let or hire, or lease or demise, any room, house or building or premises within the limits of the city or within one and one-half (11/2) miles of the outer boundaries thereof, to any person of ill fame or ill name, or who are known by common reputation to be common prostitutes, or keepers or proprietors of houses of ill fame, or places resorted to for the purpose of prostitution, assignation, fornication or immoral, lewd, lascivious or other immoral or immodest conduct or behavior; and no person being the owner or having control of any house, building or premises within the limits of the city or within one and one-half (11/2) miles of the outer boundaries thereof, shall permit, allow or suffer any person or persons as hereinbefore described to occupy or remain in occupancy of said room, house, building or premises.
      4.   Enticing: No male or female shall walk upon the streets for the purpose of enticing any person to any house, room or place for the purpose of prostitution or for the purpose of practicing fornication, nor shall any male or female entice any person to any house or room or place, or attempt to entice any person or persons to any house or room, for the purpose of prostitution or to practice fornication.    B.   Indecent Exposure: No persons shall appear in public view in a state of nudity or in an indecent or lewd dress, nor shall any person make any indecent exposure of their person or be guilty of any indecent or obscene or lewd act or behavior. (Ord. 188; amd. 1967 Code §62.11)
   C.   Obscene And Immoral Material: No person shall sell, lend, give away, show, advertise or otherwise offer for loan, gift, sale or distribution any obscene or indecent book, magazine, pamphlet, newspaper, story paper, writing, picture, drawing, photograph or any article or instrument of indecent or immoral character; or to design, copy, draw, photograph, print, utter, publish or otherwise prepare such a book, picture, drawing, paper or other article or to write or print, or cause to be written or printed, a circular, advertisement or notice of any kind, or give oral information stating when, where or of whom or by what means such an indecent or obscene article or thing can be purchased or obtained.    D.   Prejudicial Literature: No person shall print, publish or distribute by any means or manner, any handbill, booklet, sticker or literature or paper which tends to expose any individual or any racial or religious group to hatred, contempt, ridicule or obloquy.    E.   Urinating In Public: It shall be unlawful to urinate or defecate on any public street, or upon any public sidewalk or in any other public place; in or on any vehicle in public or in any store, assembly hall, corridor, entryway or other place open to and used by the public, except in a restroom and then only in a toilet or urinal or other fixture normally used for that purpose.
