3-10-2: DEFINITIONS:
BOARD: The board of health which shall consist of the city council of the city of Moorhead, which assumes the responsibilities of said board pursuant to Minnesota statutes, section 145.913, as such statute may be from time to time amended, supplemented or replaced.
DEPENDENT SITE: Recreational camping area sites which do not have sewer connections and are dependent upon a central facility for this utility.
INDEPENDENT SITE: Recreational camping area sites which are provided with individual sewer connections.
MANUFACTURED HOME PARK: Any site, lot, field or tract of land upon which two (2) or more occupied manufactured homes are located, either free of charge or for compensation and includes any building, structure, tent, vehicle or enclosure used or intended for use as part of the equipment of the manufactured home park.
MANUFACTURED HOMES: A structure, transportable in one or more sections, which, in the traveling mode, is eight (8) body feet or more in width or forty (40) body feet or more in length, or, when erected on site, is three hundred twenty (320) or more square feet, and which is built on a permanent chassis and designed to be used as a dwelling with or without a permanent foundation when connected to the required utilities, and includes the plumbing, heating, air conditioning and electrical systems contained therein; except that the term includes any structure which meets all the requirements and with respect to which the manufacturer voluntarily files a certification required by the secretary of the United States department of housing and urban development or the head of any successor agency with responsibility for enforcement of federal laws relating to manufactured homes, and complies with the standards established under this chapter.
MUNICIPALITY: A city, town or township, village or county in Minnesota, however organized.
PRIMARY LICENSE: The initial license issued by the board pursuant to its agreement with the state commissioner of health to the first person, firm or corporation to establish and maintain, conduct or operate a manufactured home park or recreational camping area at any one location.
RECREATIONAL CAMPING AREA: Any area, whether privately or publicly owned, used on a daily, nightly, weekly or longer basis for the accommodation of five (5) or more tents or recreational camping vehicles, free of charge or for compensation.
RECREATIONAL CAMPING VEHICLE: Includes the following:
   A.   Any vehicular, portable structure built on a chassis, designed to be used as a temporary dwelling for travel, recreational and vacation uses;
   B.   Any structure designed to be mounted on a truck chassis for use as a temporary dwelling for travel, recreation and vacation;
   C.   Any portable, temporary dwelling to be used for travel recreation and vacation, constructed as an integral part of a self-propelled vehicle;
   D.   Any folding structure, mounted on wheels and designed for travel, recreation and vacation use.
RENEWAL LICENSE: A license issued by the board pursuant to its agreement with the state commissioner of health to the person, firm or corporation operating a previously licensed manufactured home park or recreational camping area.
SEASONAL ESTABLISHMENT: Any manufactured home park or recreational camping area which operates for a continuous period of six (6) months (183 days) or less during a calendar year.
YEAR ROUND ESTABLISHMENT: Any manufactured home park or recreational camping area which operates on a year round basis, i.e., in excess of six (6) months (183 days). (Ord. 2010-6, 7-12-2010)
