3-10-1: GENERAL PROVISIONS:
   A.   Purpose: The provisions of this chapter are enacted to protect and provide for the public health, safety and general welfare of the city.
   B.   Legal Authority: This chapter is enacted pursuant to certain Minnesota statutes hereafter set forth, as such statutes may be from time to time amended, supplemented or replaced. Specifically this chapter is authorized by chapter 327, sections 327.14 - 327.28, which authorizes the Minnesota department of health to regulate manufactured home parks and recreational camping areas.
   C.   Jurisdiction: Any person, firm or corporation owning or operating a manufactured home park or recreational camping area within the legal boundaries of the city and not exempted in section 3-10-3-2 of this chapter shall be required to meet all of the provisions of this chapter. Where the conditions imposed by any provision of this chapter are either more restrictive or less restrictive than comparable conditions imposed by any other provision of this chapter or any other applicable law, ordinance, rule or regulation, the provision which establishes the higher standards for the promotion of the public health, safety and general welfare shall prevail.
